Background
The Spring Green Golf Club Sanitary District #2 was formed in 1988 by order of the Town of Wyoming Board. The district is a municipal corporation as permitted by Wisconsin State Statute Chapter 60, Subchapter IX Town Sanitary Districts. The district was formed in anticipation of the development of the resort and the residential areas that surround it. The facility was built by the developer of The Springs and transferred to the district on December 12, 1996. The district serves the House on the Rock Resort, the condominiums and homes surrounding the course in addition to American Players Theatre, Taliesin Visitor Center, The Taliesin Home, and Wintergreen Resort.
The commission’s responsibilities include all affairs of the sanitary district. These include financial and operational plans and controls, project execution, facility maintenance, daily operations and compliance with DNR regulations for wastewater collection and treatment. The commission is also required to set and collect usage fees; levy assessments as needed; let contracts; lease, acquire or sell equipment, materials, and assets as deemed necessary for the purposes of the district.

Why do I get two separate bills? How does the Sanitary District relate to water service?
The sanitary district only deals with the sewer. The usage for billing is based on the water meter reading.
The House on the Rock Resort (HOR Sanitary and Water) reads the water meters and is responsible for the water service which covers Aspen Glen, Fairways, and S. Springs Dr. residences.
The other sanitary district users (APT, Taliesin, Taliesin Visitors Center, Wintergreen) have their own wells and are not part of HOR Sanitary and Water.
How are we doing compared to other similar sanitary districts?
Our district is small, but there are hundreds of sanitary districts around the State. In fact, there is another in the Township: Epernay, on Upper Wyoming Road, has three or four homes on a shared drain field; hence we have the #2 designation.
The Town of Spring Green and Town of Dodgeville also have sanitary districts. The difference is that they feed into the larger municipal sewer treatment facilities for processing. However, many other small municipalities have standalone treatment facilities. We are contacting some of these other small districts to learn more. Most districts are dealing with the same fundamental issues of rising costs, flat volumes, increased compliance, and aging facilities.
